Mr. Touray was the Chief Executive of The Gambia’s Investment Promotion Agency under whose leadership the Agency organised and directed several investment missions to The Gambia and succeeded in attracting considerable foreign direct and portfolio investments to The Gambia.

He has also been very instrumental in the realisation of several investment projects in The Gambia including the Flagship, Kairaba Beach Hotel, Kololi Beach Hotel, Gambia Cotton Company, Radville Farms, Gacem Cement Factory, Lye Fish, BB & Sons Fisheries Company, etc.

In the area of privatisation, he was able to develop the capacity of a multi-disciplinary professional team which propelled The Gambia into the Number One spot in the area of privatisation in Africa with an implementation success rate of 77 percent, as confirmed by a report titled “Challenges to Privatisation in Africa.”

Mr. Touray who has an MBA in Finance from Atlanta University, also holds a Bachelors Degree in Economics from Morehouse College in Atlanta, Georgia.  He served on various boards of directors, and provides support to several community development and sporting projects.  His achievements are best summarised in a testimonial from  the USAID which reads:
